Pinellas County commissioner Norm Roche grilled Pinellas Sheriff Bob Gualtieri about the Safe Harbor shelter at a budget information session Tuesday evening.
Roche questioned the purpose and funding of the shelter, saying that it was not the job of the sheriff to remedy a social problem, and that it was morphing from its original purpose as a temporary alternative to jail time.
