BEST POLITICAL SPIN: St. Pete Mayor Rick Baker and Police Chief Chuck Harmon

When a consultant surveyed the St. Petersburg Police Department and found that dissatisfaction ran as high as 85 percent among uni-formed officers and the departmental attrition rate was higher than the state average, Baker and Harmon’s selective reading of the draft (they focused on a conclusion that staffing levels at SPPD are appropriate) was bought lock, stock and barrel by The Tampa Tribune, which headlined “Report a Positive one for St. Petersburg Police.” Even the normally effusive-about-Baker St. Pete Times editorial sec-tion acknowledged that there is at least a morale problem in the department.
