There should be strict nomination requirements involved. A certain number of years teaching in a Florida PUBLIC school (10+), a rating of at least “effective” via the state VAM score calculations, in combination with either a post-secondary degree in education/educational leadership, with optional years after teaching as admin perhaps adding further qualifications, and a full tax audit to prove no monetary ties to special interests, seem reasonable to me.—Caitlin Pearse
