For months, activist groups who've requested permits to march during the Republican National Convention have had those requests slow walked, and given lip service to the idea that they wouldn't be able to deal with such requests until the perimeter around the site of the convention was established. But a new report confirms what had been a mere rumor: that the GOP Host Committee for the RNC has it in its contract already that they get first crack at using all of the city parks during the convention in late August in Tampa.
