This summer, head shops across Tampa Bay distributed information about possible legislation banning the sale of all forms of “tobacco” smoking devices (glass, plastic, waterpipes and bowls). The campaign to cleanse Floridians of their evil bong-smoking ways was spearheaded by the colorful Rep. Darryl Rouson, who called the devices “utensils of death” in an interview with the Miami New Times. Local shops were scared their businesses were in danger of closing; without smoking devices there’s really only papers and incense. What passed was a reiteration of the legislation that is already in place: It’s not a bong, it’s a waterpipe and all that shit for sale is for “tobacco use only.” Uh-huh.
