Last month the Tampa police department unveiled its new 'Prostitution Exclusion Zone' program. After a prostitute is arrested three times, the crime increases to a felony and carries the probationary stipulation that the offender cannot enter the exclusion zone. If she does, police can make an arrest without having to catch her in the act.
