Ormond Beach Really, Really Hates Exposed Breasts

Elizabeth Book, 44, seriously believes in equality of toplessness, male and female, and Ormond Beach seriously doesn't. She won the first round, in 2004, when a state appeals court ruled her top-doffing wasn't lewd. Then she shucked it again in 2005, and Ormond Beach convicted her again, and  yesterday, she won again in a Volusia courtroom. And, like clockwork, the Ormond Beach prosecutor promised to appeal.
