Wynonna Judd’s last Bay area appearance was a soggy set at the rainy Country Music on the Bay, but the Bilheimer Capitol Theater is giving the nonconformist country songwriter cover on Thursday so that her blend of pop, blues, gospel folk and R&B can stay high and dry.
