But who would have figured that our little ol visual arts critic would produce the upset victory that could turn around the Democratic Party in Hillsborough County? Mulhern showed that hard work and grassroots beats money and the power of incumbency sometimes. And since her win, shes led a progressive movement on the City Council, includ-ing criticizing the County Commissions attempts to abolish its wetlands protection division and demanding that the city be given a seat on the countys Environmental Protection Commissions board.
