The Tampa Bay Times’ revelation that the vast majority of people who get cited for minor infractions on bicycles in Tampa are black was shocking and couldn’t have come at a worse time for the police department’s relations with the African-American community. The fact that the mayor and new police chief Eric Ward declined to halt the practice while the feds investigated didn’t go over well, either.
