The Tampa Tribune's Laura Kinsler reports that Pasco County Commissioner's on Tuesday passed a measure that would ban panhandlers and newspaper hawkers from the county's roads and intersections, except on Sunday.

That's an important distinction that has been proposed in the past by the Tampa City Council in one of their many attempts to find a happy medium in passing a ban of some sort, though none of received the four votes needed for passage.

Previously there was a proposal to ban panhandling in Tampa with the exception of weekends, to allow hawkers to sell newspapers on Sunday, but former city attorney Chip Fletcher said such a law wouldn't pass scrutiny in Florida courts, because it would show favoritism.
