On Friday September 9, 2011, the Florida Ethics Commission ruled that former County Administrator Pat Bean and former County Attorney Renee Lee violated ethics laws by secretly giving themselves pay raises in 2007 without the knowledge or approval of their bosses, the Hillsborough Board of County Commissioners.
The Ethics Commission has had ethics charges pending against Bean and Lee since September 2009. The secret pay raises were discovered during an internal audit in 2009. The internal audit revealed that Bean and Lee had arranged to award themselves permanent pay raises in 2007 by disguising them as productivity awards.
