Last week the U.S. military released a report estimating that 26,000 people in the armed forces were sexually assaulted last year — 35 percent more than in 2010.

That led President Obama to comment that he had no tolerance for sexual crimes in the military, and vowed to prosecute commanders who ignored the problem.

So what is the deal with the fact that this obviously intolerable situation is only getting worse?

On CNN's State of The Union, two Democratic members of Congress who have served in the armed forces — Tammy Duckworth and Tulsi Gabbard — called for a new system for reporting these types of crimes.
