Paul brought his twenty years of policy-shaping and engineering skills developed in New England to Tampa Bay nearly eight years ago, where he now hopes to advance the conversation and contribute to the technological innovations which will shape a post-carbon economy. While in Boston, Paul was a consultant to the Grand Council of the Cree of Quebec, the native peoples of Quebec whose lives — already disturbed by the construction of mega-dams on their ancestral lands — were to be further disrupted by a proposed multi-billion-dollar hydro project. (His analysis of new construction vs. energy efficiency — and presentation of findings to regulators, legislators, and the business community — contributed to the eventual cancellation of the project.)

His work for the Commonwealth of Massachusetts had him oversee energy efficiency projects in 60 million square feet of state-owned commercial and institutional real estate. A love of astronomy, academic studies in astrophysics, and work as sky-host at several planetaria led him to draft what has become a model for dark-sky legislation in Massachusetts, implementing energy efficient and responsible lighting design throughout the state. Paul still enjoys gazing up at the night sky and helping others locate and identify stars and planets.

Paul has launched The Clean Energy Council, with a mission to accelerate Tampa Bay's clean energy economy to global leadership by building an active community of stakeholders and a world-class cluster of clean energy companies.

The Council will represent a diverse set of stakeholders, including cleantech/greentech companies, government officials, community advocates, venture investors, financial institutions, local universities and colleges, industry associations, area utilities, labor, and large commercial end-users.
