"I grew up here and left when I was 19 [in 1992]. It was basically a bunch of guys hangin' on the corner. Drug-infested. Crack houses. It wasn't a place I wanted to raise my kids. In 2005, I saw people fixing up the homes and not as many people hangin' on the corners. So I moved back. It's different now, a nice place to live."
—Karla Henderson, who lives with her four children in a rental in Tampa Heights.
